Good news, everyone!

 

It worked!

 

After updating the BIOS to the latest version (at the time of writing, 2.00) and reinstalling XenServer 6.5 (for some reason, there were a lot of errors and failures when booting after the BIOS upgrade), I followed my original steps and successfully booted a VM with PCIe passthrough of R9 380 and a USB controller (there were issues with USB3.0 controller from my chipset, so I disabled that and am using 2.0 now).

 

The system seems stable, but I didn't have much time to test it completely. I will try using it in this fashion and see what happens.

 

The one thing I did notice is that when restarting the VM, sometimes GPU is left in a strange state, which causes VM to hang when starting up or report an error on the device in Device Manager. (I think this is a known problem and I believe I saw a discussion somewhere regarding this.) It is inconvenient, but not a big problem.

 

Anyway, I can confirm that ASRock X99 Extreme4 + i7 5820K + AMD R9 380 (vendor: Sapphire) function under Xen 6.5 with PCIe passthrough, at least in principle, at least for me. :)

 

Next step is to add another identical GPU and try running 2 VMs in this configuration. I'll report the result.
